Destruction of Peroxide Explosives

Abstract:  Chemicals containing multiple peroxide functionalities, such as triacetone triperoxide (TATP), diacetone diperoxide (DADP), or hexamethylene triperoxide diamine (HMTD), can be explosive. They are impractical and are not used by legitimate military groups because they are shock and heat sensitive compared to military explosives. They are attractive to terrorists because synthesis is straightforward, requiring only a few easily obtained ingredients. Physical removal of these synthesis products is highly hazardous. This paper discusses methods to degrade peroxide explosives chemically, at room temperature. A number of mixtures containing metals (e.g., zinc, copper) and metal salts (e.g., zinc sulfate, copper chloride) were found effective, some capable of destroying TATP solutions in a few hours. Strong acids proved useful against solid peroxide materials; however, on a 1 g scale, addition of concentrated sulfuric acid caused TATP to detonate. Thus, this technique should only be used to destroy small-laboratory quantities.

The Alliance System of the Abu Sayyaf, 1993–2000

Unsettled conditions on Jolo and Basilan islands in the southwestern Philippines have seriously hampered efforts to obtain information about the Abu Sayyaf. The result has been a continuing ignorance over the most fundamental features of the group. In the attempt to broaden our understanding of its structure, this article examines data drawn from an array of sources in light of the authoritative work of Thomas Kiefer on the traditional Tausug alliance system on Jolo. It argues that the Abu Sayyaf consists of a system of alliance groups of the kind customarily found in Muslim Filipino societies.

Trade,export controls,and non‐proliferation in the Asia‐Pacific region

Abstract

Stemming the proliferation of weapons of mass destruction (WMD) — nuclear, biological, and chemical — and the missiles to deliver them comprises a crucial element in contemporary security policies. Many observers believe the utility of export controls in this effort is diminishing. While the authors believe that controls on the transfer of military and dual‐use items remain relatively effective and efficient compared to the alternative policy tools, they argue for the development of a more compelling rationale for export controls than restraining proliferation. The authors suggest that an emphasis on the links between non‐proliferation, regional stability, and economic prosperity could help policymakers transcend the more traditional view that such controls sacrifice economic gain for military security. Specifically, the authors argue that proliferation is bad for regional stability and regional economic growth, and that a prudent multilateral system of controls on dual‐use items establishes a foundation for both greater economic and security benefits.

Working through writings of Marx and Walter Benjamin, specifically Benjamin's "The Meaning of Time in the Moral World", destruction and inauguration are repositioned in terns of othering and the caesura of allowing.

South Africa's status and prestige as a country that successfully and unilaterally disarmed its weapons of mass destruction (WMD) programme enabled it to engage with the Saddam government of Iraq in the months leading up to the US-led invasion of March 2003. Following intense international diplomatic efforts, Saddam Hussein had agreed to allow UN and International Atomic Energy Agency weapons inspectors to enter Iraq in November 2002. Acting outside the UN Security Council, the US and its coalition partners maintained that Iraq continued to maintain and produce WMD, a claim refuted by weapons inspectors, including a South African disarmament team that visited Iraq in February 2003. Employing three diplomatic strategies associated with niche diplomacy, South Africa contributed to attempts to avert the invasion by assisting with the orderly disarmament of Saddam-led Iraq and by practising multilateralism. These strategies, notwithstanding the US-led invasion signalling a failure of South Africa's niche diplomacy in this instance, provide valuable insight into the nuclear diplomacy of South Africa.
